G.I.S. (Geographic Information System)

A Geographic Information System or (G.I.S.) is a computerized mapping system that allows users to join together two types of information, maps and databases.

Maps or layers describe the shape and location of items such as parcels, woodland, zoning, centerlines and soils.

Databases store information such as tax records, zoning or building permits, environmental data and land use information.

When this information is linked together in a G.I.S. system, you then have a powerful tool that can be used to study, analyze and investigate the relationships of cartographic features and database information simultaneously. Once combined, computerized models showing the relationship of cartographic and database information can then be output in the form of maps and reports to assist in the study, planning and decision making process about the project for which all of this data has been compiled.

All digital data is based on the North American Datum 1927 (NAD27) coordinate system and is projected in State Plane Coordinates, feet. It is created and stored by using Environmental Systems Research Institute (E.S.R.I.) Arc/Info software and the projection identification is State Plane Zones (ZONE) 4901.

The Statement of Distribution Liability must be completed and returned before any G.I.S. data will be distributed.

Corporate Limits

Nash County maintains a digital corporate limit layer that has been digitized from the mapping departments cadastral maps. This layer contains all corporate limit boundaries. The corporate limit layer was digitized from multiple cadastral maps and joined together to form one seamless layer covering the entire county. Updates are made to this layer as annexation plats are recorded by municipalities in the Register of Deeds Office and then forwarded to the mapping department for the cadastral maps to be updated. Attributes associated with the corporate limit layer are area (sq. feet), perimeter, corporate limit id and corporate limit name.

Extra-Territorial Jurisdictions (ETJ)

Nash County maintains a digital Extraterritorial Jurisdiction (ETJ) layer that has been digitized from the mapping departments zoning map overlays. This layer contains all the ETJ boundaries. This layer was digitized from multiple cadastral map overlays and joined together to form one seamless layer covering the entire county. Information to create these overlays was provided by the Nash County Planning Department and municipalities within Nash County. Not all municipalities have an Extraterritorial Jurisdiction (ETJ). Attributes associated with the ETJ layer are Area (sq. feet), perimeter and ETJ-ID.

Fire Districts

Nash County maintains a digital fire district response layer that has been created based on existing parcels boundaries. This layer contains all first, second and third response fire district boundaries. The G.I.S. Department provided maps of each fire district area to the emergency services department who then created fire response boundaries based on parcel boundaries. After each area was created on the hard copy maps, the G.I.S. Department then created a seamless digital layer showing all fire response districts. It is important to note that a fire response boundary and a fire tax district boundary are not the same boundary. The mapping department cadastral maps show fire tax districts and the G.I.S. Department will at a later date create a digital layer for fire tax districts. Attributes associated with the fire response layer are area (sq. feet), perimeter, first fire response, second fire response and third fire response.

Flood Plain

Nash County maintains a digital flood plain layer that was provided by The Center for Geographic Information and Analysis (CGIA). This layer was created by CGIA in 1986 under a contract with Nash County to digitize and create a soils layer. This layer shows the extreme flood plain boundary, whether it is the 100 year or the 500 year flood plain boundary. At this time the G.I.S. Department has started creating a new flood plain layer that will show the existing flood plain boundaries provided by Federal Emergency Management Agency (FEMA). This layer will show the floodway, 100 flood fringe and 500 year flood fringe based on the most current maps that we have received from F.E.M.A. The current as well as the new flood plain layers are stored by 400 scale map tile number which represents a 10,000 x 10,000 foot grid.

Orthophotography

Nash County contracted with L.R. Kimball and Associates in the spring of 1997 to produce black and white digital and hardcopy orthophotos. The aerial photography was flown during March and April of 1997. The contract called for the production of 708 total orthophoto images. The following is a breakdown of number of images by map scale:

1 inch = 400 feet 207 images 2 foot pixel resolution
1 inch = 100 feet 498 images ½ foot pixel resolution
1 inch = 50 feet 3 images produced from corresponding 100 scale orthophotos.

The 400 scale orthophotos cover the entire county, including the areas covered by 100 scale and 50 scale orthophotos. The 708 hardcopy orthophotos were produced on 4mil mylar and the 708 digital images were produced and delivered on approximately 50 CD-ROM's.

Rescue Districts

Nash County maintains three digital layers that are classified as rescue district information. The first layer shows ambulance response districts. The second layer shows paramedic response districts. The third layers show rescue truck (crash truck) response districts. The need for three layers arises because there are sub stations within the county that have paramedic vehicles for first response, but must also call in an ambulance for transport. Attributes associated with the layers are area (sq. feet), perimeter and either ambulance district, paramedic district or rescue district.

Soils

Nash County maintains a digital soils layer that was created by The Center for Geographic Information and Analysis (CGIA) in 1986. This layer shows all soils in Nash County based on the publication by the National Cooperative Soil Survey in a joint effort with the United States Department of Agriculture and other federal agencies, state agencies including the Agricultural Experiment Stations, and local agencies. The Soil Conservation Service had the leadership for the federal part of the National Cooperative Soil Survey. The soil layer is stored by 400 scale map tile number which represents a 10,000 x 10,000 foot grid. Attributes associated with the soil layer are area, perimeter, soil name and soil id.

Street Centerlines

Nash County maintains a digital street centerline directory that contains all of the centerlines within Nash County. These coverage's are used for two purposes. The first and most important being to assist Nash County Emergency Services with dispatch of emergency vehicles based on the area of the County from which an E-911 call is coming and second, to create street type addresses for residents of Nash County because rural route box numbers are no longer accepted. Within this directory there are multiple coverage's broken down by State Road Number Series, Major Roads, Private Roads, Subdivision Streets, Mobile Home Parks, Private Paths, Lanes, Easements and Municipality Streets. There is also a seamless coverage of centerlines that is created by joining all of the individual coverage's together. Attributes associated with the centerline coverage's are From Node, To Node, Left Polygon, Right Polygon, Length, Centerline ID, SR Number, Street Name, Left Beginning Block Number, Right Beginning Block Number, Left Ending Block Number, Right Ending Block Number, Road Type, Pre-Directional, Suffix Directional, Street Order, Address Coverage, Vicinity, Zip Left, Zip Right, Emergency Service District Left (ESN-Left), Emergency Service District Right (ESN-Right), First, Second and Third Fire Responder, Paramedic, Ambulance and Rescue Response and Sheriff or Police Response District. The only centerline information maintained by Nash County is for centerlines where Nash County is responsible for creating addresses. Rocky Mount, Sharpsburg, Whitakers, Nashville and Spring Hope address their municipal streets and in some areas, portions of their Extraterritorial Jurisdiction as based on written addressing agreements with Nash County.

Zoning

Nash County maintains a digital zoning layer that also includes areas within the county that are in a watershed protection area. The zoning information was digitized from the mapping departments zoning map overlays for cadastral maps. This layer contains all zoning information relative to Nash County's zoning jurisdiction. The watershed information was provided by The Center for Geographic Information and Analysis (CGIA). C.G.I.A. is a department within The State of North Carolina. The watershed protection area layer was adjusted to follow parcels lines at the request and direction of the Nash County Planning Department. The zoning and watershed layers are stored by 400 scale map tile number which represents a 10,000 x 10,000 foot grid. Updates to this information are made on a monthly basis as directed by the Nash County Planning Department. Attributes associated with the zoning layer are area (sq. feet), perimeter, udo-district, udo-class, udo-number, wpo-district, wpo-stream-class, wpo-stream-name, wpo-river-basin, city limit name, city limit id, etj name, etj id.
